They way they're listed is a little confusing, but the dates actually look really good to me.  Fall Festival starts about 10 days before Halloween, and ends a couple days after.  Winter Festival will last a whole month, with Chirstmas near the middle.  (And if you count the 12 days of Christmas, the festival starts about 10 days before Christmas, and ends about 10 days after the 12th day of Christmas (The Feast of the Epiphany)).  They probably could have moved Winterfest up a week and it would have worked out, but this works, too, I think.
